Dredged Material Management Plan

The U.S. Army Corps of Engineers is the lead federal agency under the National Environmental Policy Act (NEPA) that prepared an Environmental Impact Statement (EIS) for channel maintenance, known as the Dredged Material Management Plan. The ports of Longview, Kalama, Woodland and Vancouver in Washington and the Port of Portland in Oregon are the non-federal sponsors of the plan. As non-federal sponsors, the Washington ports are also responsible for actions that require compliance with the State Environmental Policy Act (SEPA).

 

The Corps and the sponsor ports, with input from the public and interested parties, developed the Dredged Material Management Plan to evaluate where to place dredged material and ways to reduce the need for dredging. The planning effort considered the natural resources of the Lower Columbia River while keeping the region open for business. A well-maintained channel allows larger ships to efficiently carry more cargo, supports regional and local jobs, provides major and direct economic benefits, and maintains local and federal navigation investments.

Final Environmental Impact Statement and Record of Decision

On May 1, 2026, the U.S. Army Corps of Engineers, in partnership with the ports of Portland, Vancouver, Woodland, Kalama, and Longview, released the Lower Columbia River Dredged Material Management Plan Final Environmental Impact Statement (FEIS) for public review. The FEIS was prepared to satisfy the requirements under the National Environmental Policy Act (NEPA) and Washington State Environmental Policy Act (SEPA).


On June 1, 2026, the U.S. Army Corps of Engineers signed a Record of Decision finalizing the Lower Columbia River Dredged Material Management Plan.
